Yes, of course there should be a dress code in such places like schools, restaurants and businesses. If there weren't any dress codes people would be wearing whatever they want which may not be a good idea. In schools, we have to wear certain uniforms with certain lengths so not to expose too much body. If students were allowed to choose that for themselves, it would be chaotic and inappropriate. kids would be bullying others that don't have the latest fashion clothes.
In restaurants it would be sort of acceptable to be allowed to wear whatever you want but it would be awkward and weird. If a person wore a t-shirt and jeans to a five-star restaurant it would be very inappropriate for the luxury but not wrong. And in businesses, i think it pretty self-explanatory.
